Document the 403 response and retention behavior for terminal pairing codes

Requesting a terminal pairing code returns 403 when your organization is not eligible for them. Revoked and expired pairing codes are also kept for one month before being deleted, after which get returns 404 and they drop out of the list. Both behaviors already existed but were undocumented.
