Clarify e-invoicing identifier requirements for Peppol delivery

The eInvoice description now explains that invoices are delivered via the Peppol network, and that the organizationNumber or vatNumber provided must match the identifier the recipient is registered with on Peppol, or delivery will fail. For recipients in Germany, the vatNumber is the required identifier.
